Use of Force

Force analysis requires looking beyond the moment of impact to understand the totality of circumstances, biomechanics, and legal precedent.

I am a certified Use of Force Analyst through the Force Science Institute, and I came to that work through decades of teaching law enforcement defensive tactics. I hold Krav Maga instructor credentials from the Israeli Defense Force and advanced black belt ranks in Okinawan Karate, Judo, and Jiu Jitsu. That background, measured against the standards in Graham v. Connor and Barnes v. Felix, is what I bring to a force review.

How I Review a Case

I start with what the record actually shows. That means body camera and in-car video, the officer's use of force report, the policy in force on the date of the incident, and that officer's training file. Dispatch audio, witness statements, and medical records fill in what the camera missed. Then I measure the officer's actions three ways: against the standards set in Graham v. Connor and the cases that followed it, against the agency's own written policy, and against the training the officer actually received. Those three do not always line up, and where they separate is often where the case turns.

What an Engagement Produces

Most matters open with a preliminary case assessment. I read what you send and tell you whether the facts support the opinion you are hoping for. If they do not, you will hear that from me before you pay for a full report. Past that point the work covers Rule 26 reports and rebuttals to opposing experts. I sit for deposition and testify at trial.
