I am a court-certified expert witness and a Louisiana POST Senior Master Instructor. My 27 years span the United States Air Force, municipal law enforcement, and corrections. I hold the rank of Sergeant with the Webster Parish Sheriff's Office, where I direct training operations for every division in the office, and for surrounding municipal police departments and neighboring parish sheriff's offices.

Senior Master Instructor is the top of the state's law enforcement training pyramid, and in Louisiana I am the one holding it. I train and certify the new Master Instructors, who then develop the instructors who teach cadets and officers in Level 1 Basic Law Enforcement, Level III Corrections, and Firearms. Every piece of POST-approved curriculum in the state works its way up through those ranks to me. I finalize it and present it to the Louisiana POST Council for legislative approval.

I have delivered more than 15,845 hours of public safety instruction, and I build every program around Adult Learning Theory so that it holds up when someone challenges it. My expert work runs on the same commitment no matter who retains me. I analyze use of force against the applicable standards, evaluate jail operations, and examine whether an agency's training was adequate under established legal precedent. The answer is whatever the record supports.

    Sergeant / Full-Time Agency Training Coordinator

    Webster Parish Sheriff's Office

    Directly supervises and coordinates all agency-wide training operations, lesson plans, and regulatory compliance reporting. Responsible for auditing internal rosters and physical training standards to maintain complete alignment with Louisiana POST and state statutory guidelines.

  2. 06/2009 to 08/2024

    Staff Academy Instructor and Operations Supervisor

    Bossier Parish Sheriff's Office

    As full-time staff academy instructor from 2014, supervised, trained, and evaluated cohorts of 10 to 30 cadets per class at the Bossier Parish Sheriff's Regional Training Academy, instructing over 8,000 cumulative hours of basic law enforcement, jail operations, firearms, and technical use-of-force courses. Previously served as Field Training Officer and C.E.R.T. Instructor Team Leader, commanding high-risk cell extractions, inmate transport safety, and disturbance response details, and before that as a deputy in the corrections division.

  3. 07/2008 to 04/2009

    Shift Supervisor, Bulk Fuel Storage Facility

    Maytag Aircraft Corp., Barksdale AFB

    Responsible for the safe and secure receipt, storage, testing, and issue of all jet and ground fuel passing through the Barksdale Air Force Base bulk storage facility, and for directly supervising operational shift personnel.

    Managed client accounts and recruited for travel and permanent placements of physical, occupational, and speech therapists with care providers nationwide.

  5. 04/1997 to 09/2006

    Airman and Non-Commissioned Officer

    United States Air Force

    Fuels specialist. Managed and supervised bulk petroleum storage, laboratory testing, chemical analysis, distribution operations, and accounting for all jet and ground fuels at Barksdale Air Force Base and at deployed operational locations. Received an honorable discharge as a non-commissioned officer.
